San Diego City College Spring 2012 classes offered at Naval Base San Diego are STILL OPEN to active duty military.
Class term: 23 January - 17 March 2012. The following general education evening courses start next week and are available to those who attend the first class meeting:
• Biology 110 and History 105 (M/W);
• Communications 103 and Spanish 101 (Tu/Thu).
Interested students should apply for admission to San Diego City College in advance [ online ].
Application is free and tuition assistance may be used to defray the $36/unit enrollment fee.

> TA ELIGIBILITY MARADMIN Attached is the MARADMIN that will cancel MARADMIN 616/11 FY12 TA Eligibility Restrictions. MARADMIN 616/11 is cancelled in its entirety. This includes the cancellation for the requirement of designated MCI's, time on station requirements, and etcetera. The TA eligibility requirements will reflect FY11 rates (undergraduate $250, FY max of $4500). The only exception is the $350 for graduate level courses. Graduate level courses will be reduced to $250 which puts the Marine Corps in line with the other services. Those that have processed TA at the restricted rate are authorized to visit their Education Center and have their vouchers adjusted. [ MARADMIN ]

> NAVY LEAGUE SCHOLARSHIP INFORMATION 
A Message From Marilyn Bucchi, Vice President of Scholarships for the San Diego Council of the Navy League:
"Five years ago, my husband, VADM (Ret.) Mike Bucchi, and I assisted in the formation of the Alexander Kreiglowa Scholarship Program. It is a wonderful Program that offers dependents up to $60,000 in Scholarship money over a four-year period. 

"The Alexander Kreiglowa Navy and Marine Corps Dependents Education Foundation Scholarship Program was created to help young men and women who might otherwise not have the opportunity to attend college. Awards are given up to $15,000.00/year for tuition, books, and fees for a maximum of four years. It does not include room and board. Applications for the next school year, 2012 / 2013 will become available next week." 

The criteria for eligibility are listed below:

1.) Dependent child of active duty, retired, or deceased Naval Service (USN or USMC) resident in the state of California. 

2.) Graduating senior in the top 10% of High School Graduating Class.

3.) Evidence of acceptance (or letter of “Application Processing”) for Fall 2012 by an accredited 4-year college or university in the United States.

4.) Proof of financial need. (Documentation is required for all applicants.)

If you and your family have experienced unusual circumstances, complete this form to the best of your ability and provide the requested documentation with your package.  We will review your information and take it into account under financial need.  This is not an all inclusive list.  If you have experienced a hardship that is not listed here, provide us with as much detail as possible on how the situation has affected you financially, either in terms of income loss or additional expenses.  Be sure to note the date. > FREE SAT/ACT PREP SOFTWARE eKnowledge Announces Continuation of Military Donation Program Offering Free $200 SAT and ACT College Test Prep Programs.

February 1, 2011 – eKnowledge donated $200 SAT and ACT PowerPrep™ Programs to Military Service Members, their Dependants and Relatives. The eKnowledge donation effort is in alliance with the DoD, and supported by patriotic professional athletes from the NFL and MLB, as well as over 30 Veteran Service Organizations. Now in its sixth year, eKnowledge has donated over 145,000 PowerPrep™ Programs with a value of $34 million. This gift represents one of the largest private donations to Military families in U.S. history. eKnowledge has received over 60,000 thank you letters and testimonials from Military Service members worldwide.

Eligible recipients include Service Members from all branches of the military who are Active Duty, Retired, Veterans, Guard, Reserve, DoD employees, and civilians performing military support.  Also eligible are relatives and dependants of anyone who otherwise qualifies from the prior list.

About the SAT and ACT PowerPrepT Programs:
The SAT and ACT PowerPrep programs come in a single DVD and include more than 11 hours of video instruction and 3,000 files of supplemental test prep material, thousands of interactive diagnostic tools, sample questions, practice tests and graphic teaching illustrations.  Students select the training they need and study at their own pace.

> OPI TESTING / RECERTIFICATION UPDATE Oral Proficiency Interview (OPI) testing requirements: The OPI is the speaking portion of the military language classification test. In the past, the OPI was valid for 3 years. Per the updated DODI 7280.03, Headquarters Marine Corps has relayed this information:

"Marines are now required to take an OPI retest every year, just as they would for the DLPT. Per DODI 7280.03, paragraph 6.2.3. "Service members must test annually in each language for which they are receiving FLPP (Foreign Language Proficiency Pay) in order to continue receiving FLPP". Please inform all Marines that take an OPI at your test site, they will need to retest annually. We understand that some test sites have a larger amount of OPI requests than others and it can take some time to get those Marines tested. It will now be even more important for Marines to request an OPI well in advance (30 to 60 days) of their FLPP expiration date, in order to avoid a gap in FLPP while they are waiting to retest."

The Education Center will accommodate all OPI requests. Please note that the process is different from other Defense Language Proficiency Tests (DLPT) in that, OPI's must be ordered through our office to HQMC. Therefore, the above 30 to 60 day requirement is essential.

Please remind our Marines and Sailors about the benefits of Language testing. If there are any questions on any Language testing, please refer them to the Education Center staff.

> LEADERSHIP SCHOLAR PROGRAM (LSP) is a partnership between universities/colleges and
the U.S. Marine Corps. The purpose of this program is to:
• Help honorably discharging Marines continue their education.
Identify Marines who might qualify to apply to an institution.
Present these young men and women to the Admissions Office.
Ensure acceptance for qualified Marines.

> THE PAT TILLMAN FOUNDATION invests in veterans and military families through education and community. The Tillman Military Scholars program supports our nation's active and veteran servicemembers and their families by removing financial barriers to completing a degree program of choice. The scholarships cover not only direct study-related expenses such as tuition and fees, but also other needs, including housing and child care.
To date, 111 Tillman Military Scholars representing 28 states and attending 46 institutions nationwide have been awarded over $1.3 million. These scholarship funds are just a portion of the Tillman Military Scholar experience which also focuses on guiding an engaged community and providing essential resources that enable Scholars to serve and lead in their local communities. > HUB CLASSROOM RESERVATIONS The HUB at MCAS Miramar has several classrooms with Audio Visual equipment primarily used to conduct college courses. However, classrooms can also be used for command training and other classroom needs. To make use of these classrooms, a Reservation Request Form is required. That form can be downloaded from this page (under the black tab pulldowns labeled Classroom Availability & Reservations, far right - above). To to check on the availability of these classrooms, please contact the Education Center at 858-577-1801.
Users are required to check in and out with the Education Center and leave their I.D. card during use of the classroom as well as fill out a pre-inspection and post-inspection sheet. To reserve the Miramar Room, contact the S-4 at
858-577-4700.
> DO YOU NEED TUITION ASSISTANCE? Get your Vocational Certificate, Associate's Degree, Bachelor's Degree, Master's Degree or Doctorate Degree Navy / Marine Corps gives $4500 per fiscal year to all active duty Marines
and sailors to use for education. To use Tuition Assistance you must attend the College 101/TA Brief, it is offered
every Wednesday and Friday in the Education Center at 1130. Are you using or going to use your Montgomery GI Bill or Post 9/11 GI Bill? Do you know all the details and the best way to use it? Come to the GI Bill brief, every Thursday at 1130 in the Education Center. All are welcome, bring your spouse, ask about transferability of benefits, ask lots of questions.
This brief is intended to answer questions and to help you fully understand the benefits you rate.
 
 
Classroom

Testing

The national test center at MCAS Miramar offers the fastest and least expensive way to gain college credits.  National University provides free CLEP & DANTES examinations to active duty military. For more information on CLEP & DANTES exams, click [ here ]. This service is located in the Education Center where reservations are required. Walk-ins are allowed depending on space and availability. Please contact National University at (619) 563-7357. Study guides are available at the Education Center, or can be found at: https://intranet.miramar.nmci.usmc.mil/edoffice
Just log onto the site from your work (.mil) computer. Non-service members can pay for study guides by logging onto http://www.collegeboard.com/student/testing/clep/about.html.
The Education Center also offers the GED practice exam, ASE certification tests and many additional testing services. Call (858) 577-1801 for test times.
Test proctoring services for distant education are offered t aoctive duty, retired service members and their families. Appointments are necessary and can be made either in person or by calling (858) 577-1801/1895.  No test will be administered after 1400 Monday thru Thursday or after 1100 on Friday without appointment.  Please remember the name of the person that is your test proctor and the type of test you are taking.  (i.e. paper test or computer test)
Students are strongly encourage to:

  1. Be on time and keep appointments.
  2. Avoid waiting until the last minute to take exams.
  3. Check before test time to ensure that exams or passwords have arrived.
  4. Notify the Education Office if you can’t make your scheduled appointment*.
*Habitually late or no show students will be scheduled at the convenience of the test proctors.
 
For college and distance education exams individuals are responsible for contacting the Education Center. Exams not taken within 30 days of receipt will be returned.

General rules and information for testing
• Units having special group testing needs should contact the Education Office at
(858) 577-1894/1895.
• Individuals in uniform must have their military ID.
• Individuals not in uniform must have two forms of picture ID. While we can accept walk-ins on the morning of academic or military testing it is strongly encouraged to schedule test in advance.  Testing regulations restrict group size to no more than 15 examinees for each test examiner.  In order to schedule and meet the needs of groups exceeding 15 examinees it will be necessary to task additional staff to support the activity in compliance with testing regulations.  There will be no late or overflow seating.  Appointments can be made by phone or via email.

Military Tuition Assistance (TA)

The Education Center can only provide TA for Marines and Sailors.  First time TA users, regardless of rank, must attend College 101 prior to being authorized TA. College 101 is offered every Wednesday and Friday 1130-1230 at the Education Center.  Unit briefs given in the work space are available, schedule permitting, for groups of ten or larger
(no exceptions).
