> COMPUTER VIRUS ALERT: Virus Targeting DOD User Common Access Cards (CACs)
A Trojan virus (a variant of Sykipot) is targeting DOD CACs and can steal CAC information, user PINs, as well as data stored in impacted systems. This virus is spread once users receive a "phishing attack" E-Mail that appears to be from a legitimate source. The E-Mail contains a .pdf which, when opened, infects the user's computer with the virus. To lure recipients into opening the E-Mail and the infected .pdf, some of the E-Mails have used information about new drone technology and photos of unmanned aerial vehicles. At the present time, there is no one-stop mitigation available to prevent the spread of this virus. That said, users can enlist the following preventive measures:
- If you receive an E-Mail from someone you do not know in which the sender urges you to open any imbedded internet links or attached .pdf files,
DO NOT open the attached files. DO NOT access the embedded Internet links and DO NOT respond to the E-Mail. Instead, you should delete the E-Mail and then empty your deleted items folder in Outlook.

> BASEWIDE AWARENESS As MCAS Miramar starts off 2012, let's take this opportunity to remind everyone of the continued need for vigilance. While there are no credible threats directed against Miramar at this time, there are known Al Qaeda sympathizers within San Diego County. If you watch the news you know that it only takes one disturbed individual with a gun to create havoc.
The Commanding Officer needs continued vigilance from all hands stationed at Miramar. This includes family members and civilian employees aboard the installation. If you see something that doesn't look right (i.e. suspicious behavior), report it to PMO using the Eagle Eyes phone number (877) 356-3937. The Eagle Eyes system is designed to capture reports of suspicious behavior and get that information to law enforcement so they can conduct an investigation in a timely fashion. The attachment is a flyer describing Eagle Eyes and contains a data sheet for writing down notes. [ download ]
> SANDAG'S 5-1-1 MOBILE CALL BOX PROGRAM A motorist with a cellular phone who runs out of gas, needs a tow, or needs other motorist aid services can simply take the following steps:
1. Determine where he or she is located by Highway number and nearest exit, or other landmark.
2. Pull over to a safe place.
3. Dial 511.
4. Say “Roadside Assistance”.
That’s it! The 511 system will then direct these calls to the Call Box Answer Center, which handles them
as call box calls are currently handled, including any necessary transfers to the California Highway
Patrol, AAA, Manufacturer Help Line or other source of assistance.

> VA ELIGIBILITY MARADMIN Attached is the MARADMIN that will cancel MARADMIN 616/11 FY12 TA Eligibility Restrictions. MARADMIN 616/11 is cancelled in its entirety. This includes the cancellation for the requirement of designated MCI's, time on station requirements, and etcetera. The TA eligibility requirements will reflect FY11 rates (undergraduate $250, FY max of $4500). The only exception is the $350 for graduate level courses. Graduate level courses will be reduced to $250 which puts the Marine Corps in line with the other services. Those that have processed TA at the restricted rate are authorized to visit their Education Center and have their vouchers adjusted. [ MARADMIN ]
> NAVY LEAGUE SCHOLARSHIP INFORMATION The Alexander Kreiglowa Navy and Marine Corps Dependents Education Foundation Scholarship Program is a wonderful Program that offers dependents up to $60,000 in Scholarship money over a four-year period. This program was created to help young men and women who might otherwise not have the opportunity to attend college. Awards are given up to $15,000.00/year for tuition, books, and fees for a maximum of four years. It does not include room and board. Applications for the next school year, 2012 / 2013 will become available next week.

> F.B.I. PRESS RELEASE: WOUNDED WARRIOR PROGRAM
The San Diego Division of the FBI is among four FBI offices participating in a Pilot Program to Assist Our Nation's Wounded Warriors.
The FBI Wounded Warrior Pilot Program (WWPP) supports Executive Order #13518, Employment of Veterans in the Federal Government; dated November 9, 2009. The WWPP is a direct veteran recruitment resource, which enables the FBI to identify and assess potential employees from a pool of highly qualified and diverse veterans who possess a wide range of skills and talents.

> OPI TESTING / RECERTIFICATION UPDATE Oral Proficiency Interview (OPI) testing requirements: The OPI is the speaking portion of the military language classification test. In the past, the OPI was valid for 3 years. Per the updated DODI 7280.03, Headquarters Marine Corps has relayed this information:
"Marines are now required to take an OPI retest every year, just as they would for the DLPT. Per DODI 7280.03, paragraph 6.2.3. "Service members must test annually in each language for which they are receiving FLPP (Foreign Language Proficiency Pay) in order to continue receiving FLPP". Please inform all Marines that take an OPI at your test site, they will need to retest annually. We understand that some test sites have a larger amount of OPI requests than others and it can take some time to get those Marines tested. It will now be even more important for Marines to request an OPI well in advance (30 to 60 days) of their FLPP expiration date, in order to avoid a gap in FLPP while they are waiting to retest."
The Education Center will accommodate all OPI requests. Please note that the process is different from other Defense Language Proficiency Tests (DLPT) in that, OPI's must be ordered through our office to HQMC. Therefore, the above 30 to 60 day requirement is essential.
Please remind our Marines and Sailors about the benefits of Language testing. If there are any questions on any Language testing, please refer them to the Education Center staff.

> THE YOUTH CENTER'S HOURLY CARE PROGRAM is for children ages 6 weeks through Pre-K. This program is offered to Parent/Guardians who need a few hours at the gym, have a medical appointment, need to do some grocery shopping or just need a break. Active Duty stationed at Miramar, Camp Pendleton, and MCRD can reserve a spot up to 2 weeks in advance. All others can call 24 hours in advance to check for availability. A maximum of 12 hours per week, maximum 6 hours per day per child is allowed. The cost is $5.00 an hour or $1.25 for every 15 minutes per child. The indoor environment is organized with learning centers in the areas of: Dramatic Play, Arts & Crafts, Manipulative Play and Construction. The outdoor area consists of a variety of age-appropriate toys.
